湖北竞发工程造价咨询有限公司是经湖北省建设厅批准，由湖北发展竞江会计师事务有限公司在实行规范化管理基础上改制成立的工程造价咨询专业机构。公司具有"工程造价咨询甲级资质"，系湖北省建设工程造价咨询协会发起单位和副理事长单位，也是财政部审查认定的财政投资评审机构之一。

公司现有员工140多人，其中注册造价工程师25人，注册会计师81人，注册资产评估师36人，房地产估价师6人，工程造价咨询全部实行计算机管理，规模和实力居国内同行前列。2002年6月，公司被评为"湖北省十佳工程造价咨询单位"。2003年元月，公司被评为“全国工程建设标准定额先进集体”，受建设部通报表彰。

公司崇尚“诚信为本、依法执业、团结开拓、争创第一”的精神，始终恪守“独立、客观、公正”的原则，严格遵守“行业公约”，坚持“质量第一、信誉至上”的服务宗旨，近几年来，已为社会各界承办各类建设项目建议书与可行性研究及投资估算的编制、审核及项目经济评价；工程招标标底、投标报价的编制和审核；提供建设项目各阶段工程造价监控及工程索赔服务；接受司法机关与仲裁机构委托对工程经济纠纷进行鉴定等造价业务近2万项。公司业务涉及各行各业，客户遍及全国大部分省市区，深受广大客户的信赖和好评。

Hubei Jingfa Engineering Cost Consultant Co., Ltd was approved by Hubei Construction Bureau, which is a Professional project cost consultant institution, and it was strypped-down by Hubei Fazhan Jingjiang CPA Co., Ltd on the foundation of standardized management. The company has attained “First-rate Project Cost Consultation”, and it is the originatenator and vice-director of Hubei Cost Consultant Society of Construction Project, it is also one of financial investment certification institutions, which was examined by the Ministry of Finance. There is more than 140 staff in the company, including 25 certified cost engineers, 81 certified public accountants, 36 certified public valuers, and 6 realty valuers, the project cost consultation was all managed by computers. In June 2002, the company was chose through public appraisal as “Top-10 Project Cost Consultant Institution” in Hubei. In January 2003, it was chose as “Superexcellence Collectivity” in the whole country by Ministry of Construction.
